Aizawl Aug 12: If the village council of Tuikual South is to believed, Mizoram’s only entertainment hall at present, Vanapa Hall stands on land that is public land and the Art & Culture department, which looks after the auditorium, has been illegally adding to the building.
Tuikual VC president J.H. Thangliana is of the opinion that the departmental authorities have no legal standing when they added rooms to the structure on its lower protions blocking a public road that had been in the original plan of the construction.
“When Vanapa Hall was originally designed, the plans had included that the road running from the Mizofed petrol pump to Temple Square be left untouched with pliability for even trucks. However, when the building was constructed, giant pillars came up blocking the original road. To make matters worse, when the Art & Culture took over the building, offices, quarters and shops were constructed that put paid to heavy vehicles using the road which now has become so tiny that it is veru dangerous for pedestrians using this road,” Thangliana said, adding that this road is of great import because it is the main thoroughfare for those coming from the western side of the city to Treasury Square on foot.
He revealed that the Art & Culture department had wanted a permanent land settlement for the building but the village council could not agree to the land that the department wanted. “We don’t have any objection giving the land where the building stands. What we object to is the additional constructions of offices, living quarters and shops on the lower portions which have completely blocked any chances of widening the road for safer vehicular and pedestrian movement. The users of this road, who are many, will vouch how dangerous it is for pedestrians,” Thangliana said.
He said the VC had already appraised the matter to the Chief Minister in 2006 citing the many problems that the construction of Vanapa Hall had created for those living near it. Not only is it a great noise polluter, it is also a dangerous cage in case of fire or stampede because the fire escapes that had originally been in place had been taken away because they blocked the road below.
The VC president said what they want to do is destroy all the additional structures below the hall itself so that freer movement for vehicles and pedestrians can be created and if possible, even a small vegetable market where people can earn their livelihood.
