Aizawl Nov 15: The Mizoram State Pollution Control Board today said the Presbyterian churches in different localities in the state capital embarking on a mission of Bible reading through loudspeakers has been a matter for complaints and requested the churches to avoid noise pollution after 10 pm.
In a carefully worded press release signed by C. Lalduhawma, the member secretary, the MSPCB said while reading aloud the Bible in churches conforms to the state state’s religion of Christianity, it should be remembered that The Noise Pollution (Regulation & Control) rules 2000 prohibits the use of loudspeakers without prior permission from the authorities and that use of loudspeakers is totally prohibited after 10 pm.
The press release urged the church authorities to give due regard to the nuisance the Bible reading can cause to people and to refrain from making loud noises during the night.
In the same release, it was pointed out that the Diwali celebration noise was far below the permissible noise level this year and the burning of crackers did not contribute much to noise pollution.
Speaking to this newspaper today, Lalduhawma said they monitored the noise level during the Diwali celebrations as directed by a Supreme Court order and they found that the decibel level at the Assam Rifles ground was only around 98.7 decibels at its loudest, far below the permissible level of dB 125.
“As controllers of pollution, we were very glad that the Diwali celebration did not contribute towards greater noise pollution. In fact, the Hindu community did not burn crackers at all after 10 p.m.,” he said.
Laldunawma, however, said the air pollution went up on Diwali and the main factor appeared to be from burning of crackers. The air pollution taken on average on November 9 in Bawngkawn and Khatla area was around 128.7 and 127 microgram per meter cube, which was higher than average.
“The respirable suspended particular matter during this time also increased with our monitors showing 8.1 mg/m3. These particles are those inhaled by human beings which can harm our health,” he added.
When questioned about the complaints received over the Bible reading, Lalduhawma said the complaints were mostly in the form of telephonic complaints which the MSPCB nonetheless could not ignore since the churches had violated standing rules against noise pollution.
The youth wing of the largest denomination church, the Presbyterian Church’s Central Kristian Thalai Pawl (CKTP) had issued directions to all local churches to embark on a marathon Bible reading programme which some churches have commenced already. Since the Bible reading is conducted on loudspeakers placed outside the churches, it can become a source of irritating noise for those located within hearing distance of the churches, especially at night.
Just the other day, a senior official of the Industries department had jokingly complained about the Bible reading programme because the Industries directorate is located exactly opposite the Khatla South Presbyterian church and the Bible reading could actually interfere with concentration.
Lalduhawma said he had contacted the CKTP leaders because of the complaints they had been receiving and that he was told by them that instructions had been given to the local church youth wings to carry out the exercise as unobtrusively as possible when the programme was launched.

It’s funny, but I really hope you guys get to read my favorite columnist Shashi Tharoor (of the nearly UN Secy fame), who mentioned in one of his Sunday columns about Secularism, that the Global interpretation for secularism is “being non-religious / opposed to religion” whereas we Indians have given it a new meaning as “tolerance of all religion”
