Private School Rules

From reading this news I learn there is something called “The Mizoram Education Recognized Private Schools (Regulation) Rules 2006″

The news is that “Mizoram English Medium School Teachers Association” (MEMSTA) does not like it, says it is “unfeasible and discriminatory”.

MEMSTA demans amendment of some sections, one of them being “School buildings needs to be fire-proof having adequate ventilation and lightings etc”. I wonder if this is also true for Government Schools? Have you seen any Govt. school with fire-proof building?

Sailo (Lalnunkunga Sailo (Mt. Carmel School aka Sir Head), President MEMSTA)said some of rules were also in contradiction to a 1996 Supreme Court ruling where the SC had said government cannot fix fees for private schools for which the government had not contributed funds at all.

I do not know of the SC ruling but I feel it is necessary to restrict fees. Most private schools seem to charge as much as they like without providing proper facilities – library, playground etc. Or else they must be made to provide basic facilities.

MEMSOT has fixed the minimum fees of day scholars at Rs 250 per month and hostellers Rs 2,500 per month.

MEMSTA has also decided not to take part in Mizoram English School Leaving Certificate Examination (MESLC). They find it pointless since the certificate is not approved by Mizoram government for government jobs,for which the minimum qualification remains a class VIII certificate.

I fully agree and stand by MEMSTA here. I, by the way shared 2nd Rank in MESLC 95 (from Tiny Tots School, Tuikhuahtlang) with a girl from Home Missions School. What was her name? Biaknunsangi,Biakthansangi? I am looking forward to meet her someday. Robert from Holy Heart School was ahead of by 7 marks.

@benjamin, looks like we r in da same batch.. da girl’s name is biakthansangi, brilliant girl, bt i hv no clue whr she is and wt she is doin nw.. yep, i totally agree dt thr’s no point sitting fr class vii board.. and abt da fees, govt shld intervene, private school simply cannt charge wtevr amnt they want, since (as u said) they dont provide any of da basic facilities!! nwyz, wht is their basis fr charging rs.2500 to hostellers and rs.250 to dayscholars??? btw, do u happen to knw a guy named kima fr tiny tots, same batch, he’s fr saikhamakawn.. jst wnt to kp track of my hostelmates u see

—- these are the basic things which are necessary for the safety of childrens, this is a good move. without some regulation how shall they ensure safety and basic amenities in school.

further instead of opposing the move, private school can accept it , and negotiate with the government for a time-schedule for completion, and that time schedule can be fixed based on the progress of implementation in government school.

wrt school infrastructure, before opening a private school, in other states , the management of the school have to submit a building fitness certificate, issued by the chartered engineer, and which should be approved by local revenue authorities before education department can issue permission to open a school. even if we can not follow this much of cross-checking , at least some rules should be there to ensure minimum standard.

@MEMSOT has fixed the minimum fees
—— i dont know what is the logic behind fixing minimum fees, whatever may be,my conviction is, we should not make “balance sheet/ profit margin ” and other private bussiness tools to measure education. here they are dealing with the future of human beings.

Joke chu a ni em lo maw…Let the government be the example …an school firproof tir phawt se a tha ang chu. Kan sawrkar hi naupang chhia a ang thei..an thusawi te hi ngaihthlak hian, min ti nui vun vun fo nia mawle. Ram hruaitu tawngkam lo tur tak tak hi a tam thei.
