Is Promotion to DSP the right award?

Zonet.in ran a poll (taken off several days ago) ” World Champion, Jenny, DSP-a kaisantir a ni hi awm i ti em?”. She did us proud and brought us fame and recognition. She truly deserves her share of applause and award. But is promotion to DSP the right award? What was her rank prior to promotion? MPS officers start at the rank/post of SDPO (AFAIK). I believe being a police officer especially at higher ranks involves a lot of tactical brain work. What are the norm and guidelines for promotion?. How does other state/country award such personalities?

If not promotion to DSP, what do you think the Government can do for our World Champion?

(PS: Putting aside promotion by political influence).
