Aizawl Sept 2: With government employees under Group B getting jealous of stenos grade II and assistants and doctors saying they will not take the new pay as decided by the Cabinet, the pay problem that had seemed solved has appeared to have brought new problems for the government.
In a press conference called yesterday at the Aizawl Press Club, leaders of the Mizoram government Group B employees said if the state government did not upgrade them to the same pay scale as stenos grade II and assistants, mass causal leaves would be availed by them on September 6 and 7 to give more potency to their demand.
They said they would give the government till September 5 to react to their demand in a favourable manner.
According to the Group B Officers coordination committee chairman Lalzamlova, the upgrading of pay of state government stenos grade II and assistants on par with those of the Central secretariat services was totally a mistake on the part of the Mizoram government because although state government employees here enjoy the same pay structure as Central government employees, there was a big difference between Central secretariat services pay and outside secretariat services pay even at the Central government and state employees just cannot be included in the Central secretariat services unless they have specially sat for examinations in these services.
He said there had been pay parity between stenos and assistants and others of group B posts in different service lines since the 3rd pay revision of the state government employees’ pay and that that was no reason why these two services should enjoy pay higher than their counterparts in the other service lines.
“We demand that if the government gives a higher pay scale to these assistants and stenos, we also be given the same benefits since there is no sufficient cause for the government to upgrade the pay of our counterparts in the ministerial line,” Lalzamlova said, adding that the state government notification published in the Mizoram Gazette on August 30, 2007 for the higher pay be inclusive of all posts that had enjoyed similar pay scales with stenos and assistants under the Mizoram government.
Stenos grade II and assistants had their basic pay raised from Rs 5000 – 9500 to Rs 6500 – 10,500 per month.
Meanwhile, the Mizoram Government Doctors Association has also come out with a statement saying they will not take the pay scale that had been forced on them by the Cabinet’s decisions of July 19 and 31, 2007 where a pay scale parity of Group A officers had been approved until and unless a pay scale doctors is drawn up separately.
The statement said since the Cabinet had decided conduct a cadre review of officers under the medical services, they would rather await the outcome of the review whereby it is hoped their pay scales would be revised accordingly to that of their demands.
Speaking to this newspaper, Dr Gordon Zohmingthanga said the Cabinet had decided to conduct a cadre review of their service within two months but had failed to mention when these two months would be counted from.
“We had been cheated by the government before and we are very wary now. As a result of this, we are taking August 28, 2007, the date when the new pay scales were notified in the Mizoram Gazette as the basis for the commencement of the two months during which the government had promised to conduct the cadre review,” he said.
He said they are demanding a pay scale at par with those in the Central medical services and will not be happy with anything less and will wait for two months for the state government to make them happy or else they would need to take drastic steps to see their demands are met.
A general body meeting of the MGDA has been scheduled for September 6 in which it will be decided how the next steps would be taken if the government fails to live up to the doctors’ expectations.
