CS promises better governance through changes

Aizawl Mar 8: Chief Secretary Haukhum Hauzel promised changes in governance with more involvement of civil societies in government policies and decentralization of powers.

“If needed, we will make changes in the rules that govern government employees as well as business transaction rules” -CS

Emphasising the need for good governance in today’s world, the chief secretary said, “We will start the process in Mizoram towards better governance by getting civil societies to become participatories in government policies and programmes and decentralising power. If needed, we will make changes in the rules that govern government employees as well as business transaction rules.”

Expressing his anguish at the Mizos’ mentality of leaving behind professionalism as soon as they have a permanent job, Hauzel said, “It is the habit in the Mizo society that as soon as someone gets a permanent job such as in the government, we tend to leave behind the professionalism needed to do our work properly. This is a habit that we should change because without professionalism in our jobs, we can never hope to become efficient in our work.”

The chief secretary said it was only a lucky few who hold government jobs and government employees should always keep this in mind and should know that government employees are doing missionary work while doing their jobs. He said if this realisation is kept in the heart of the employees, the state would achieve greater heights while the people will become contented.

According to Hauzel, Mizoram has 55,000 government employees which translate to 12 persons in every 200 people in the state. He said the government spends Rs 756 lakhs in salaries and Rs 100 lakhs in pension payments which is a little above 43 percent of the state’s total budget.

Speaking of the need to be sincere in their jobs, the chief secretary urged the government employees to practise punctuality and efficiency by attending office on time and keeping one’s civic duties for after office hours and avoiding having pending files.

Hauzel also warned the employees against being proud of one’s involvement in the society and the churches and reminded them that they should only be proud of the good work they do for the people through their jobs.

The government employees meet yesterday was organised as a way of saying thank you to the state government for having realised the needs and demand of the employees as well as to renew and revive enthusiasm in the workers.

The FMGE & W was established in 1973 soon after Mizoram was declared a Union Territory. All service organisations and associations are affiliated to this organisation.

    So far so good Mt Chief Cecretary. It good that this CS is bold enough to speak on real issues. Hope is high. Lets pray and watch. Hope real action followed!!

    Small comments on CS observations reg “Mizoram has 55,000 government employees which translate to 12 persons in every 200 people in the state.     I think this is highly unsustainable.. government employed more than 5% of the total population by paying more than 43 % of the state total budget considering that state governmetn is the sole provider of public goods!!

    I asked the CS these very basic question by knowing the condition state by him above:

    (A) What is the plan of Mizoram government to correct this problems in respect of – fiscal control? revenue? – above all fiscal management!

    (B) Considering the fact that the state own revenue is only a little more than 2% of the state budget how is it possible to spend more than 43% as salary to state government employee ?

    (C) Again considering tha fact that since Mizoram is very much dependent on Central government (say about 98% of fund comes from Central Government as grant, share in union revenue and plan funds). How could the central government allow the state government to function like this?

    To me, government of Mizoram is already plunge into debt trap and if appropriate action is not taken immediatly action to correct his problem.. we will sink! A situation in Mizoram is much more than CHAOS! God help us!!

    Let me try to answer Professor’s three points:

    A. Fiscal deficit: They have no plan. I doubt if the Hon Chief Minister understand such inconvenience. I am sure that their dictionary do not inlude “Balanced budget”. it is alien to them.

    B. Chief Secretary forgot to mention that most of the the remaining 57 percent also went for debt repayment or building first class farmhouses for ministers, Rs. 40,000 mothly pocket money for their children, $3000 shopping for officers’ wives in Bangkok and Singapore, and 1 percent for 95% of Mizo people who are not fortunate enough to be government servants.

    C. Central Government could namage to risk Rs. 25000 crore annually ensure Mizoram destroys itself slowly. It is small change for them. Their annual budget presented last week by Chidambaram was Rs.680,521 crore ($151 billion) that is 272 times annual budget wasted by the government of Switzerland of he East.

    Dear Mr CS,

    It’s an irony that 6% of the population gets 43% of the budget, what about the 94% of the population who have to share a meagre 57% of the rest of the budget.
    Why is it that Govt employees who are already socially secure with stable jobs given higher wages when many people have no livelihood.
    Is it possible to correct this fiscal imbalance by levying income tax on all salaried govt employees and that fund be earmarked for health insurance for all the people below poverty line & provide free primary education.

    Let me mention what i feel is important although it is a not directly link to the article, i strongly feel education is the most important for all the Mizos, i mean quality education, and then education for all, education is the root for enlightenment. We definitely need a social reform in how to handle corruption and corruptors. Last not the least to remember that we, Mizo have only 1 Mizoram, and protect our flora and fauna.

    A little more than %% of the population are government employyee and they eat up 43% of the budget does not mean the rest 94% are sharing 57% of the budget.. not at all.. kindly note that Government of Mizoram is spending about 30% of its budger for interrest payments alone and still owned about 82.5% plus debt with respect to GSDP.. meaning that if government is paying all its debt at once.. MIzoram government will be left with 17.5% of the GSDP anly.. further meaning Mizoram government is already bankrups..

    The real share of the rest 94% of the population who are not fortunate enought to be government servants..only managed to share spill overs from say about 40 percent of the budget which end up in black market due to corruptions..

    meaning..those who work hard and do not involved in corruption get only about 0.5% to 10 % of the budget… no wonder why Mizoram development is now going in SATEL SPEED…

    chief secretary may said to please the public or what is his dreams….there is a need for a political will to make those dreams a reality and our politician dont have this dreams……they only think about “making the hay while the sun shine” and this things is inherited by them rite from 1972..mizo union government…….
