Specific Absorption Rate (SAR) is a measure of the rate at which radio frequency (RF) energy is absorbed by the body when exposed to radio-frequency electromagnetic field. The most common use is in relation to cellular telephones.
In the United States, the Federal Communications Commission (FCC) has adopted limits for safe exposure to RF energy produced by mobile devices and requires that phones sold in the U.S. have a SAR level at or below 1.6 watts per kilogram (W/kg) taken over a volume of 1 gram of tissue. In the EU the corresponding limit is 2 W/kg (averaged over ten grams of tissue).
The ten highest-radiation cellphones in the United States are:
1.Motorola V195s
2.Motorola Slvr L6
3.Motorola Slvr L2
4.Motorola C290
5.Samsung SGH-C417
6.Motorola V365 1.51
7.RIM BlackBerry Curve (aka BlackBerry 8300)
8.Palm Treo 700p (Sprint)
9.Palm Treo 700p (Verizon)
10.Motorola Slvr L7e

there are standards and any cellphones, etc. must comply to these; as long they are within this limits such it is ok; it doesnt matter then if it is just within the limits or far away from it; there is also a reason why in this case SAR is little higher for some models -> they just work better and have a better reception.
(According to the Cellular Telecommunications Industry Association (CTIA), SAR or specific absorption rate is “a way of measuring the quantity of radiofrequency (RF) energy that is absorbed by the body.” For a phone to pass FCC certification, that phone’s maximum SAR level must be less than 1.6W/kg (watts per kilogram).
