Aizawl Sept 18: Chief Minister Zoramthanga, answering supplementary questions on a question put up by Congress legislator S. Hiato at the opening day of the 11th State Assembly today said there is enough money with the state to meet compensation demands for the disaster caused by the recent rains.
A barrage of supplementary questions followed Hiato’s question which was about blacktopping of a road in southern Mizoram and though not relevant with the main question, the chief minister graciously consented to answer them because they were connected with the recent disasters caused by heavy rains which had even prompted an emergency meeting of the Cabinet.
“If compensations are to be given at the norms that we use today, I believe there is enough fund in the disaster and relief chest to meet the compensation demands. However, we will have to ask Central assistance for the more serious disasters such as damages done to the roads. Departments are currently working out the calculations for compensations and how much damage has been done,” the chief minister told the House.
On the question of making provisions for officials working in the field to empower them to hire vehicles which had been restricted and how the privatization of government vehicles had affected the quality of works made by Congress legislator Zodintluanga, Zoramthanga said the government was aware that the privatization scheme and the restriction on vehicle hiring had seriously restricted the movement of officials in the field as a result of which modalities are being worked out to give permission for officials under Works department to hire vehicles.
Zoramthanga also dismissed any intention to sell works contracts at 18 per cent of the value mentioned by opposition legislator Lalrinliana Sailo saying it was totally baseless. He, however, said a plan had been drawn up where a certain amount of the contract money would be reserved by the contractors for locals where the project is being implemented through which some sharing of the contract money can be achieved.
“A certain amount of any contract fund would be set aside by the contractor to hire locals to give these locals some earning opportunities in government contracts,” he said.
Assuring ruling MLA Lalthlengliana who sounded peeved that Mamit district headquarters had been cut off by landslides till today, the chief minister said the state government had been working in tandem with the Border Roads Organization and has lent them all the help they needed in clearing the roads and that it was hoped that Mamit would be accessible by light vehicles by this evening and latest by tomorrow.
On the main question raised by Hiato, Zoramthanga said of the 58.05 km of road between Saiha and Chakhang, 14 kilometres have been blacktopped and that work on blacktopping the rest would be done soon and that funds for this was available.
