IMPHAL: The Manipur government has decided to arm and train people of two villages — Heirok and Chajing — to protect themselves from rebels. A decision to this effect was taken six days after a high-level delegation from the Centre visited the strife-torn state.

In Manipur, not a single political leader is completely away from UGs. So I think there must be some idea behind supply of Arms to local people. The factual must be far away from the saying “to protect local people”.
They are the leaders, who we believe LOVES the land and the people

This is a stupid policy. Arming civilians never work. Insurgency is best fought with good governance. They must arm anti-corruption people and NGos who really fight bad policies, not with weapons but with money and political support.
There are polticians who love the land, real estate for their private properties, but not the people.
