Smoke Free Mizoram

Introduction: The use of tobacco in the Mizo society goes back a long way. In the olden days tobacco smoking was common while working in the fields, as it acted as an insect repellant. Till today the use of tobacco does not have any social taboo attached to it.

The National Family Health Survey II (1998-1999) and NFHS III (2005-2006) report of India has highlighted that consumption of tobacco is highest in the state of Mizoram. Mizoram has the dubious distinctive of being the ‘Tobacco Capital’ of India. The data of NFHS II (1998-1999) in detail reveals that 60% of males and 60.7% of females using any kind of tobacco and 59.4% of males and 22.1% of females using the smoked form. NFHS III (2005-2006) has reaffirmed that Mizoram state remains the ‘Tobacco Capital’ of India. An alarming rise in the consumption pattern has been observed particularly for males as use of any kind of tobacco has shot up to 82.1%. In females use of any form of tobacco remains 60.8% but smoking has gone down to 16.1% from 22.1 %.

Tobacco Control Initiatives:

The Health & Family Welfare Department has taken up a number of activities in the state to combat the menace of tobacco. It has been an uphill task due to dearth of funds for anti-tobacco activities and absence of any Tobacco Control Programme in the State or at central level. In order to obtain additional funding from other sources project proposals have been prepared and submitted to various funding agencies repeatedly over time. These efforts were rewarded finally when the department got funding for the project proposal prepared by Dr. Jane R. Ralte, OSD (Health) and submitted to Bloomberg Initiative to Reduce Tobacco Use. Under the able leadership of the Health Minister Mr. Lalrinliana Sailo; Parliamentary Secretary Mr. S. Laldingliana and Chief Secretary and Secretary (Health), Mr. Van Hela Pachuau, the project is being implemented in the state. In order to streamline and coordinate various initiatives and activities in Tobacco Control it was decided to constitute Mizoram State Tobacco Control Society.

Mizoram State Tobacco Control Society

Mizoram State Tobacco Control Society (MSTCS) has been constituted on the 25th March 2009 and registered under Mizoram Societies Registration Act 2005 (Act No. 13 of 2005), Registration No.MSR243 of 09.04.2009. Chairman of MSTCS, Mr. Van Hela Pachuau, is also Chief Secretary & Secretary (Health), Government of Mizoram. Dr. Jane R. Ralte, State Focal Point, who is the pioneer in the fight against tobacco in the state of Mizoram is the overall in charge of all the tobacco control programs within the state of Mizoram. It is supported by International Union Against Tuberculosis and Lung Diseases (The Union).

Different outreach programs have been conducted in the form of anti-tobacco awareness programs in schools, colleges, communities, churches, training programs, sensitization workshop, meetings etc. Observation of World No Tobacco Day is also one of the highlights of the activities of the society in 2009. The following are the programs undertaken by MSTCS for creation of ‘Smoke Free Mizoram’:-

1)      Bloomberg Initiative to Reduce Tobacco Use: This foundation was established by New York Mayor, Mr. Michael Bloomberg, to undertake stronger fight against tobacco in the whole world. Any organization in the world can apply for the grant. Twenty applicants were selected all over the world in Round 4. Mizoram was one of the fortunate few to get funding of USD 293,462 ( Rs. 1, 46, 73,100) for 24 months.

2)      WHO Tobacco Cessation Clinic (TCC), Civil Hospital, Aizawl: This project was formulated in order to have a more meaningful and stronger tobacco control programme by the World Health Organization. People who want to abstain from tobacco use can seek professional assistance in the TCC. It was formally inaugurated on the 31st of May 2005 on the Occasional of World No Tobacco Day by the then Health Minister of the state. From inception TCC has been constantly working in the fight against tobacco and its various products.

3)      National Tobacco Control Programme (NTCP): The Ministry of Health & Family Welfare, Government of India has developed this programme so that the fight against tobacco can be carried out much stronger at the district level. This programme is being implemented in Aizawl West and Lunglei Districts of Mizoram.

It is never too late to quit!!!!!!!

    The most effective way I know in quiting any tobacco products, is not from our will power alone which we have very little (or none at all) in combating the cravings cause by nicotine, but with spiritual components – The Bible tells us that our body is the temple of the Holy Spirit and we should not defile it (1 Corinthians 3:16, 17; 6:19), and God wants us to keep our body healthy [3John 2]. You may not be a Seventh-day Adventist, but I can guarantee you, that you will benefit and enjoy life even more (abundant living John 10:10) if you pay attention and adhere to their health messages, I did long ago, it makes a lot of sense to me! The most healthy people in the United States are those who live Seventh-day Adventist lifestyles, check it out, it’s in the National Geographic reports!
