Most of the central and state govt. departments maintain their accounts on cash basis. And in cash basis, rule of lapse applies. On the Budget Manual issued by Ministry of Finance, Dept. of Economic Affairs, Budget Division, Rule of Lapse is stated as “All appropriations granted by the Parliament expire at the end of financial year and no deduction of unspent budget can be appropriated for meeting the demands in the next financial year. Thus, all unutilized funds within the year ‘lapse’ at the end of the financial year.”
“Accounting System: The government accounts in India are kept on a cash basis. Therefore, only actual receipts and payments during the financial year are taken into account with no outstanding liabilities or accrued income included. All cash appropriations lapse at the close of the financial year.”
However under SSA, accounts are maintained on the basis of Mercantile System or Accrual Basis. Unutilized funds within the year are brought forward to the next financial year as opening balances. There is no mention of ‘lapse’ in the Manual on Financial Management and Procurement. Again in this MFM&P, Sec. 91 (1) states “unspent balances at the end of the financial year need not be refunded to Government of India and shall be carried forward for utilisation in the subsequent year” and Sec. 91 (2) states “Any unspent balance from out of the State Government’s share of funds shall be carried forward by the Society for utilization in the next financial year”.
