Ok, based on inputs from its users, Blogger has come out with the following changes. It seems that the second option (Control who can read your blog) *wink* was the most requested feature.
With the latest beta you can:

1. Categorize your posts with labels
2. Control who can read your blog
3. Change the appearance and content of your blog with your mouse instead of HTML

BTW, the new blogger uses Google accounts, so you’ll need to have one. You can create a new account on the latest now and make a new blog to test out the new features.
