Aizawl Aug 23: Leaders of the nascent Mizoram Democratic Movement said they will contest the 2008 Assembly general elections not as a political organization but as a group of independent candidates at a press conference held at the Aizawl press Club today.
Explaining the organizational set up of MDM, the current chairman Bualhranga, a veteran politician who has left active politics and political organizations, said three chairmen have been appointed for a term of three years who will rotate as chairman of MDM for one year each with the other two-chairmen acting as co-chairman. Other office bearers consist of three secretaries and a treasurer. Apart from these, there will be 20 executive members under which a council called ‘Val Upa Council’ (VUC in short which can be translated as Council of Senior Councilors) consisting of seven members would operate with the Council members being appointed by the Executive Committee.
Should the group of independent candidates under MDM form the government, the VUC would be the high command under whose dictate all the independent MLAs under MDM would bow to.
The VUC has been empowered as the selection committee for candidates and to appoint the chief minister and ministers in case a ministry is formed by the successful candidates.
The VUC will also monitor the council of ministers and legislators and will have the power to change portfolios to the extent of stripping a legislator of ministerial berth. The actions of the ministers and legislators will be monitored on the basis of a voluntary code of conduct signed by candidates before contesting the elections.
On the other hand, the VUC will submit a quarterly confidential report on actions taken to the MDM Executive Committee.
The VUC’s term will be for five years which come into effect as soon as a ministry is formed in the Mizoram Legislative Assembly and the VUC’s chairman’s term will be for one year which will be rotated each year through age seniority.
Bualhranga said the objective behind constituting such an organization as the MDM is the need to change the current system of politics in the state and since the system has gone awry in the state, they have a strong belief that a good government can be formed without a political party by like-minded people coming together under the MDM umbrella.
Asked why the organization has three chairmen, Bualhranga said they believe the president and founder-president system of organizational to be out-dated and that the order of the current age is a system of collective leadership. The other two chairmen are Rualzakhuma, a retired IAS officer and Lalliansawta, an Elder of the Presbyterian Church of Mizoram.
Asked what qualities the MDM would look for in their candidates, Rualzakhuma said although the organization has not yet clarified this, he believed they would be looking for candidates having qualities of courage and altruism.
The other office bearers of the MDM are S.L. Sailova, also a retired IAS officer, K. Sapdanga, Mizoram Journalist Association president, H. Zosangliana, MJA executive committee member who are all secretaries and Rin Sanga, another retired IAS officer who has been appointed as treasurer.
