The website is aizawlelectricity.com. Isn’t this a a government department? What is stopping them from using .gov.in ? The source says online transaction will be done via SBI and Axis bank netbanking and that SBI is not ready at the moment. So apparently, here is how it will happen (as it happens for utility bill payments here ).
1) You login to the bank’s online banking website
2) You register a new payee (Mizoram Electricity Department here). Sometimes, it requires the payee to approve to get this activated.
3) At least with Citibank and Airtel, I have options like – Pay Once, Direct Debit (ECS) , Present and Pay. Axis Bank/SBI should offer at least one of these.

Even though the developer had put such an effort (i do repect him a lot), i just thought that it is just another way of making money (may be for the contractor..not for the developer)

As Govt Department, if entitled to use .gov.in, why not use it? Anybody can use .com but not the same for .gov.in. Thats the difference. It is identify the website as a one officially run by the Government.
Be cautious of using netbanking at places like Cyber Cafe etc… for some might run some tool to capture you credentials.
