The Administrative Reforms Commission under the Chairmanship of M.Veerapa Moily recommended radical changes in the induction of State Civil Service Officers into the IAS on the basis of common examination. Here are the recommendation of the ARC.
5.7.5 Recommendations of ARC
a. The induction of offi cers of the State Civil Services into the IAS should be done by the UPSC on the basis of a common examination.
b. UPSC should conduct such an examination annually for offi cers from the State Civil Services who have completed 8 to 10 years of service in Grade ‘A’ posts. The eligibility criteria should also include norms such as an upper age limit of 40 years etc. On the basis of this examination, the UPSC should provide the State Governments with an eligibility list. The State Governments should fi ll up their quota for promotion to the IAS on the basis of this eligibility list. A maximum of two attempts should be allowed to an eligible candidate for taking this examination. To ensure that the existing offi cers in the State Civil Services are not denied adequate opportunities, the examination in the next two years may be conducted for all such eligible offi cers and the upper age limit of 40 years may be introduced, thereafter.
If accepted by the government, you could become an IAS officer at the age of 40 when you are in JAG and you could also reach the stage of Commissioner level. But remember, it is not only normal promotion, but a limited competitive examination to be conducted by UPSC.
