Three autonomous district councils in Mizoram may soon receive funds directly from the Centre without routing through the state government’s account as the Ministry of Home Affairs has been mulling the proposal. Officials at the Ministry of Home Affairs, Government of India recently sent a letter to Mizoram’s Chief Secretary Vanhela Pachuau to comment on the proposal for direct funding.
In his speech at the oath-taking ceremony of the new CEM of Lai Autonomous District Council today at Lawngtlai (23rd November 2010) the new LADC Chief Pu. C. Ngunlianchunga said, “we, the leaders of the three Autonomous District Councils of Mizoram have been to Delhi five times in the past one and a half year pursuing the matter of direct-funding and favorable result is expected soon enough” He also said that the main concern of the Congress Party is to give full autonomy and direct-funding to the Autonomous District Councils. Pu. C. Ngunlianchunga is the only CEM of LADC to have been elected as Chief two times in a row in the Council’s history.
Home Minister Pu. R. Lalzirliana, addressing a meeting at Lawngtlai earlier this november also said, the main manifesto of the Congress is to give maximum power to the Autonomous District Councils including Direct Funding from the Centre. He also said that the Chief Minister and the Member of Lok Sabha Mr. CL. Ruala have also sent positive report to the Centre in reply to their queries.
A meeting of the leaders of the three autonomous district councils lauded the proposal of the MHA and also also met President Pratibha Patil during her visit to Aizawl on September 23 and 24 and have submitted a memorandum demanding a separate Rajya Sabha Member for the three autonomous district councils. Meanwhile, it is not clear whether Aizawl Municipal Council and Sinlung Hills Development Council would be granted direct-funding.

If the Central Government could directly grant funds to the three Autonomous District Council, I believe the new Aizawl Municipal Council should also be given the same privilege!
