ZoRO (Zo Reunification Organization) participated in the WGIP and NPFII sessions many times and delivered statements after statements in those sessions. The following few points are raised herewith for favour of discussion in the sessions of the HRC and of the Expert Mechanism.

1. Resources of the Zo Indigenous people’s territories are being explored of which 10 % only of gas royalty is earmarked for the people and 90 % of the gas is earmarked for the Govt. of India. This is much in contravention with Article 26 of the UNDRIP.

The territories of Zo Indigenous people are under tripartite divisions of which some parts are under India, some other parts are under Burma and some other parts are under Bangladesh. Human rights and fundamental freedoms are curtailed as such.

Discrimination of rhese people is the criterion for determining justice. ‘Any such limitation shall be non-discriminatory,’ vide Art. 46 (2) of the UNDRIP. Hence, limitations do not arise in the case of the Zo Indigenous people. Otherwise, the rights of these people are likely to be diminished and extinguished in contravention with Art. 45 of the UNDRIP unless self-dertermination is extended to them.

Let the world community be of aware that the territories of Zo Indigenous people (Chin-Lushai-Kuki country) were for 57 years under British colony, and they are now again for about 65 years under the colonial rules of India, Burma anhd Bangladesh. The world community should know this hidden colonialism for the purpose of securing due recognition and respect for the rights and freedoms of others and for meeting the just and most compelling requirements of a democratice society.

The British Govt. of India Act 1935 even Articles 262 and 311 had stated very clearly stated about the Zo indigenous tribal people and their country as, ‘Eligibility to hold office for those who are not British subjects….’ and ‘Specified Tribal Areas, adjacent to India, which are not part of British India or of Burma or of any Indian State or of any Foreign State.’

N.B./- Exclusion of the rights of the Zo indigenous people while contemplating implementation of the UNDRIP will be viewed seriously since our brief history in the form of statements had already been delivered to the WGIP and UNPFII sessions many times..
