CHAKMA SETTLEMENT IN SOUTH LUSHAI HILLS

The following principles will be observed in dealing with the Chakma (and Tipera) settlements and bastis in South Lushai Hills:-

1. Owing to the large number of Chakma now settled in South Lushai Hills, most of whom have considerable families, no further application for settlement will be considered but for the most exceptional reasons.

2. No passes for separate houses will be considered except where the applicant is :- (a) The grown up married son of a Chakma who had settled for at least ten years in the Lushai Hills. (b) The grown married grandson of such a settler.

In both these cases, the applicant himself must also be a permanent resident of the Lushai Hills. Passes for daughters will not be considered. If these marry outside Chakma, they must go to their husband’s village. If they marry Lushai Chakma the husband will be covered by the rules above.

3. The site of each Chakma bastis will be decided by the chief in consultation with the Karbari, and will be reported to the circle Interpreter. The site will not be changed without the permission of the Sub-Divisional Officer or Superintendent.The name of the Karbari with the location of the basti will be reported for record in this office.

4. The bastis shall consist of not less than 15 houses which are to be concentrated in a village site,or along a lane which shall not be more than half a mile long.No dwelling shall be built outside this site,other than jhum houses and granaries,etc.

5. The Chakma will make and maintain throughout the year a footpath from their basti to the Chief Village.

6. The Rules about jhums on the river banks will be strickly observed,and order this office will be obtained before any departure is made from this rule.

7. Chief will be responsible for the general control of the Chakmas in their ‘ram’. They will normally work through the Karbari who will be removable on the recommendation of the Chief if he is found to be either ineffective, or of bad character.

8. Mass movement of a whole or the large part of the basti from one Chief’s ‘ram’ to another will require the prior sanction of the Sub-Divisional Officer or Superintsndent. Individual shifting of ‘Pemming’ of houses snd families will be allowed as Lushai villages”.

Any chief who does not report the infiltration of Chakmas and Triptiuras to their ‘rams’ will be dealt with severely. All chiefs should be warned accordingly.”

    What a father says to his son will always seems true from the son’s view point however the truth may be far away and someday when the father pass away and the son finds out the truth, then the son’s heart will be sure to divert from love for his father to hate him right.
    Its the same thing what Mr.Lalthara and some others are trying to do to us the Chakma’s of Mizoram without even considering the actual facts, even the date’s that are mentioned by him are Utopian in nature. Suddenly waking up from a nightmare and jotting down a book makes no sense… (D) cheers Mr.Lalthara.
    Anyways, if anybody cares n wants to understand our Chakma history without any errorenous data…I’ll be happy to help u guys, can find the facts from the documents from the Britishers published documents and from the portuguese sailor’s diary not merely written by any Chakma folks unlike author’s like Mr.Lalthara though I respect his achievement of the post of an IAS. ;-)

    I definitely agree with u bro that Chakma’s had murdered missionaries etc but likewise so did the mizo’s. I personally agree that we chakma’s are crazy, but that was a thing of the past. I did pay a visit to the headmasters house and saw the school that is being run by the presbyterian missionaries in Tuipuibari, and I learned that it was build in loving memory of one missionary lady and a child, who were being raped and murdered by the Chakmas. Now the Chakmas are the one who are getting quality edn @ their doorsteps, it shows how the mizo missionaries had helped, and helping the once outlawed chakmas. God bless them. I am really @ the loss of words for these incidence, on the other hand many mizo folks had looted,raped and murdered chakma folks in as much as the same way during the MIZO RAM-BUAINA.

    For the benefit of the Chakma commentators, I would request the admin to translate the above post which seems to have been extracted from an Article/Book authored by Mr. Lalthara who is a Serving Public Servant. The above article is quite serious in nature which seems to present wrong data deliberately in order to create social tension, in other words to provoke a Community. In the light of many incidents of mob & individual violence against the Chakma community and Budhists in particular, it could be safely attributed to Articles/Books like this one. Fabrication/misrepresentation of Facts deliberately in order to incite violence (YMA/MZP have been targeting the minority Budhist Chakmas citing information from Mr. Laltharas writing), that too by a serving Public Servant is condemn-able and criminal in nature. Hope the member who posted the above article understand the seriousness.
    Mr Lathara could be held responsible for many more violence against minority Budhist Chakmas, such as Lungsen BDOfficial kidnapping and torture of a Chakma family, assault on a Budhist monk in Pukhzing (Marpara area), Assault & Looting of a Chakma Man & Woman trader at Demagiri(Tlabung) Bazar and recent mob violence in CADC and attack on Budhist Temple at Kamalnagar (Chawngte) and many more incidents. Just to reflect the seriousness of this I would like to share some information that i learned: Mizoram highest official have been ordered to appear before NHRC on 14th Dec, in another case Mizoram govt was asked to submit Report to NHRC by 27th Dec, yet in another case Hon. Supreme Court commissioner notice to Mizoram govt and serious case in NCPCR against Mizoram govt.

    I beg to disagree with @muimizoramhullyechanghma on the point of “Crazy Chakma Community”. There are criminals in every community and they must be dealt strictly according to the law of the land. Chakma as a community are exemplary citizen of Mizoram/India and have never taken law in to their own hands and mob violence/justice is definitely not a part of Chakma Culture. Chakmas did not react violently even when villages were burnt, women were raped, Temples were Burnt, Schools were burnt. Let the Radical do not consider the Peaceful nature of the Chakmas as Weakness. Peace is the biggest contribution of the Chakma Community in Mizoram and Peace & Love is the strength of the Chakmas. IT is quite well known in the North East how even a community with few thousand people pick up guns at the drop of a hat and how mob violence/herd justice is part of some community’s culture.

    @ H.Vangchhia, the challenge with Mizos like you is that you come up with your own version of Manufactured information and try to present them as Facts while attacking and Racially abusing the entire Budhist Chakma Community. You are doing a great disservice to the Mizo community.
    It is important that you learn the right perspective before you vomit venom and take blood in your hands against the Chakma Community. Let me help you understand the right perspective based on Facts: Chakmas as “TAKAM” to the Mizos is just like Blacks/Africans are “NIGGARS” to the White/English people. I challenge you to contradict me by explaining the meaning of “TAKAM”. You CAN NOT….Mr. Vangchia racist.
    Now let me explain how “LUSHAIS” (not Mizos) came to be known as “KUKI” to the outside world:-
    “Just like in any other part of human history this area (present Mizoram geaographical area) has witnessed too many migration, invasion, occupation mostly by means of killing and slavery (though they have not been properly documented) at different point of time. As per available documents, KUKIS were the first to enter this area from Chin Hills followed by Lais and Maras in south and South East part of present Mizoram Geographical area.
    Kukis started to move west wards and met the Chakmas who were already settled in the Western area (Present West / South West Mizoram namely DEMAGIRI area) from Arakan (then a powerful Kingdom) to Tippera (Tripura) Kingdom, under the Rule of Chakma King stationed at Chittagong (Chakmas call it SadiGaang). Then Chakma Kingdom, included present West Mizoram. “The territorial jurisdiction of the Chakma Raja was fixed by a proclamation dated 6th Shraavana 1170M.S(1763 AD) by the East India Company as All the hills from the Feni river to the Sangoo and from Nizampur Road in Chittagong to the hills of Kooki Raja”-The provincial Gazetteer of India.
    Then came the great wave of Lushais group. However Lushais were some how more savaged than the Kukis in terms of aggression, expedition and head hunting practices. Numbers favoured them and they took advantage of it. So they drove the Kukis towards North and West till the border of Chakma Kingdom (that’s why Kukis are also found in present Bangladesh) besides Manipur & Assam. After the Lushais drove the Kukis out of that area, they started attacking the Chakmas in the West and continued their attack on Kukis in the north till they met the British (in their Tea gardens) and abducted Mary Winchester, rest is history as you know.
    However on the westward the Lushais didn’t occupy any land but conducted frequent Raids on Chakma Villages. And Chakma King couldn’t do much from SadiGaang as these areas were too far from mainland and didn’t have proper mode of transportation except treacheros river. As a result more than 22 villages of Chakmas were raided and heads of men taken away. CHAKMAS KEW THE KUKIS and because of their similar nomadic & semi nomadic lifestyle, Chakmas presumed the Lushais as part of Kukis and named them as Lushai Kuki. British came to actual contact with the Lushais through the Chakmas and through DEMAGIRI (then a Chakma trading town)-now renamed as Tlabung in Lunglei district. Indeed the Demagiri (Tlabung)-Lunglei Road was built by 2500 Chakmas. That was the first Road of Mizoram. Due to British encounter the Lushais through the Chakmas, they referred the Lushais as Kuki. Of course many things and reference have changed after Lushais gave up their savagery and embraced Christianity and continued their relationship with the british through their new found religion.”
    Mr. Vangchia, that is how the outside World knew the LUSHAIs as KUKI not because Lushais are Kukis.

    Just to extend a little more on the Historical Perspective of Mizoram geographical area / MIZORAM state as we know it today.

    LUSHAIS (re christened as Mizos) were the last group of people who entered Mizoram area (Beside many historical documents you can also see it in Mizoram govt own website)
    KUKIS, CHAKMAS, MARAS and LAIS were the original inhabitants of this area(Mizoram). Therefore MIZOS are INVADERS (not in present political context though) and no Mizo/Lushai can run away from that fact no matter how much they try to subjugate the non Mizo/Lushai like Maras, Chakmas and Lais by means of Racially motivated Violence.

    @Zualbonez, I respect your sentiment but facts remain facts and that is “MIZO” is made and came to be an ethnic term manufactured by Lushai intellectuals for political purpose. There were no Mizo tribe, no Mizo Language, no Mizo nation. There were Lushai with Lusei Tong or Dhulien or Ngente. Pre revolution tribes were termed and called themselves as Lushai, Hmar, Bawm, Pankhu, Kuki, Paite, Mara, Lai etc. who had similarities but not the same just like Punjabi/Sikh and Rajasthanis are similar but not same. You are more educated than me, I trust you can comprehend.

    Mr Lalthara’s article on Chakmas is not the “bible” and whatever he wrote on Chakmas are not “gospel truths”. By referring Chakmas as “Takam”, the Mizo IAS officer has shown his “class”. Certainly he wrote this article with “jaundiced eyes” towards the Chakma minorities of Mizoram. His targeted audience are the Mizos (so, he preferred writing about Chakmas in Mizo language), in particular the YMA and MZP. Not surprisingly, the purpose for which Lalthara wrote this article has been achieved: to target the Chakmas, by feeding untrue reports to the Mizo minds and sow hatred in their hearts.

    I take this opportunity to demolish his charges.

    First, by the term “Chakma”, Mr Lalthara has clubbed Chakmas of Mizoram and Chakmas of CHT (now in Bangladesh) together to prove that Chakma are foreigners or non-natives in Mizoram. Of course, all Chakmas in this world are not “natives of Mizoram”, and so is the case with the Mizos : all Mizos in this world are not “natives of Mizoram”.

    Second, the IAS officer failed to highlight the transfer of Chakma inhabited Demagiri and neighbouring areas (which were part of Chakma kingdom) to South Lushai Hills in Assam in 1898. As the Chief Commissioner of Assam Mr W E Ward in his letter No. 149-P dated the 17th July 1897 written to the Government of India stated, “The station of Demagiri is not situated within the present area of the South Lushai Hills. It is topographically within the area of the Chittagong Hill Tracts. But, under Sir Charles Eliott’s [Lieutenant-Governor of Bengal] orders, passed in 1892, it was declared that, for administrative purposes, Demagiri should be considered to be part and parcel of the South Lushai Hills” (See, Sir Robert Reid, History of the Frontier Areas Bordering on Assam 1883-1941, p 40 ) This proposal of the Chief Commissioner of Assam was accepted by the Government of India on 27th January 1898 and finally, the South Lushai Hills together with Demagiri & neigbhouring areas was placed under the administration of Assam by a proclamation of the Government dated 1st April 1898. As a result, the Chakma raja of CHT “had to forego some of his land and subjects, who had been inhabiting beyond the river Thega Khal.” (SP Talukdar, “Chakmas – Life and Struggle”) The Chakmas became the natural citizens of the Lushai Hills, present day Mizoram.

    Third, Mr Lalthara sought to give the impression that the Chakmas from CHT illegally entered into Mizoram and they were unwelcome. On the contrary, the Chakmas of CHT were imported by the Mizos and the Assam government as boatmen or forest-labour to help the Lushai hills/Assam government to generate revenue. As Mr P Chakraborty (Mizoram Judicial Service) who was Principal Secretary, Law and Judicial, Mizoram govt as of 01.06.2012 points out, “To prevent the flow of timbers from the Lushai Hills to Bengal through Karnaphuli, which had so long been resulting a 100% credit or revenue to Bengal in deprivation of the legitimate royalty to the Lushai Hills in Assam, Chakmas across the river used to be imported as boatmen and forest-labour, who later continued to settle in the Lushai Hills either along the river-side or on the low foot-hills in these areas.” (Read, “Chakma in Mizoram- A Great Leap in Transition”) Therefore, Chakmas were not unwelcome as portrayed, rather they boosted the Lushai hills’ economy even during the British era.

    Fourth, the IAS officer stated that taxes were imposed on Chakmas as “non-natives”. But he failed to mention that the Govt of Assam had declared imposition of taxes or stump duty on Chakmas as illegal. As Mr P Chakraborty (Mizoram Judicial Service officer) writes, “….It has been mentioned in these Standing Orders that the Commissioner of Hill Division, Govt of Assam held that the payment of stamp duty by Chakmas and Tripuris was illegal under the provisions by the notification no. 1541-F9(a) dated 10.4.1930 as amended by the notification no. 2962-F(a) dated 29.7.1930 which had provided for payment of stamp-duty by non-natives of the district. All these suffice to indicate that the Chakmas particularly in the South Lushai Hills, were not unwelcome at all and were rather given certain status.” (See, Chakma in Mizoram- A Great Leap in Transition”)

    Fifth, it is surprising that Lalthara being an IAS officer seems to be completely ignorant about India’s Partition of 1947 and consequences thereafter, affecting the whole of India, including Assam and Bengal provinces.

    Finally, the population growth of Chakmas in Mizoram which he suggested are totally unreliable as pointed out by me elsewhere in misual.com ( I am ready to debate on this, separately).
