The Passive MPs from the North East

An open letter has been doing the round urging all the Members of Parliament (MPs) from the eight North Eastern States of Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura for intervention in ensuring justice to Reingamphi Awungshi and other victims of racial discrimination from the region in other parts of the country.

Negative attitude of Indian police towards the people from Northeast has contributed largely to further alienation of the region from the rest of the country, what has come even more shocking, nay, painfully hurtful is the passive nature of the elected as well as the nominated MPs from the region in the Parliament from even listening to the cry of justice of their own people who have elevated them to their present position and status.

Leaving aside the number of MPs in the Rajya Sabha (Upper House), there are in all 25 Members of Parliament (MPs) from the eight North Eastern States in the Lower House (Lok Sabha).

They include 14 from Assam, 2 each from Arunachal Pradesh, Manipur, Meghalaya and Tripura and 1 each from Mizoram, Nagaland and Sikkim.

It is unnerving to note that not even a sound of whimper has been heard from the 25 MPs on the recent case of Reingamphi Awungshi, thus, necessitating writing of an open letter reminding them to exercise the responsibility and power bestowed upon by the people as their elected leaders in the Parliament.

This passivity on the part of the 25 elected MPs as well as other nominated members in the Parliament towards the problem of racial discrimination being faced by their own people is even more than dangerous than the skewed mindset of the mainland Indians, for it would only help in perpetuation of racism, one of the worst forms of crime against humanity, in India.

47 yrs after being raped, two Mizo women are compensated

The Central government has given Rs 5 lakh each as compensation to two Mizo women who lost their sanity after being allegedly gangraped by Indian Army soldiers 47 years ago, at the beginning of a 20-year insurgency in what is now the state of Mizoram.

Relatives of the two women told The Sunday Express that they “wept for joy” at the Centre’s gesture, which came after former members of the Mizo National Army (MNA), the armed wing of the Mizo National Front (MNF) that fought a guerilla war against Indian armed forces between 1966 and 1986, lobbied with Union home ministry officials for compensation for the women.

Sources said the ex-MNA members, who were helped by retired Mizo IAS officer H V Lalringa, visited Home Secretary R K Singh in New Delhi on May 16. Singh is learnt to have advised them to open bank accounts for the women in order to channel the compensation.

Official sources confirmed that the money was recently paid from a secret fund after clearance from the highest authorities in the home ministry. The home ministry declined to comment officially on the matter.

Colonial Modernity and Cultural Change: A Note on the Mizo Society

Sociologists have informed us that human society is dynamic and subject to change over time. It has been universal truth that no societies remain static or remain unaffected by external forces. In this age of globalization where time and space constricts, every individual, groups or communities are under the influence of external forces. However, in this short essay, I will look into the cultural change among the Mizo by taking colonialism or colonial rule as a framework of analysis.

Culture and change are two different concepts yet are often used together. The Oxford Advanced Learners Dictionary defines culture as ‘the customs, and beliefs, way of life and social organization of a particular country or group’. Another definition of the same line come from a noted anthropologist Edward Taylor who define culture as ‘that complex whole which includes knowledge, belief, art, morals, law, custom, and any other capabilities and habits acquired by man as a member of society’. This definition is one of the most widely accepted and used till today. For Robert Bierstedt culture is ‘the complex whole that consist of the way we think and do and everything we have as members of society’. Yet, so far, there is not a single accepted definition of it[1]. Going by the three definitions above, it can simply be said that culture encompasses a way of life of a group or a community and the values which are there in the human society.

Then what can be cultural change. What comprise of cultural change. Is cultural change the same as social change or are they different? This is a baffling question with no straightforward answer.

Yet, Rao (2001) has made a distinction between the two, social change and cultural change. As he puts ‘all social changes are cultural changes, but all cultural changes need not necessarily be social changes also. Cultural change can be called social changes only when they affect human relations and the social organizations and cause some variation in them’. This distinction is narrow yet significant. In the case of Mizo society, it can be said that there was cultural change which was brought in by the colonial administrators and missionaries in particular from the late 19th Century onwards.
